I have authored this draft TVET Policy as a personal philanthropic effort to provide a comprehensive vision for how the technical and vocational education landscape in Bangladesh should be structured. My goal is to transition our nation from a labor-surplus economy to a skill-intensive one, ensuring we are prepared for the Fourth Industrial Revolution and the targets of Vision 2041.
My Vision for a Transformed TVET System
- Industry-Led Strategy: I propose a system where the industry defines the standards, empowering Industry Skills Councils (ISCs) to lead curriculum development and validation.
- Unified Governance: To eliminate the current fragmented landscape, I advocate for a cohesive national structure under the National Technical and Vocational Qualifications Framework (NTVQF/NSQF).
- Focus on Global Mobility: I prioritize “skilling-up” potential migrants by aligning our domestic training with international benchmarks to transition from exporting labor to exporting skilled human capital.
- Inclusive Growth: My policy places heavy emphasis on the Recognition of Prior Learning (RPL), creating formal pathways for the 80% of our workforce currently in the informal sector.
Key Strategic Objectives
- Smart Bangladesh 2041: I have integrated digital literacy and ICT competencies into every curriculum, proposing “Smart TVET Labs” equipped with AR/VR simulators.
- Green Skills: To address climate challenges, I institutionalize “Green TVET” by embedding environmental sustainability into our competency frameworks.
- Entrepreneurship: I aim to shift the graduate mindset from “job seeker” to “job creator” by embedding mandatory entrepreneurship modules and establishing business incubation centers in polytechnics.
- Targeted Equity: I have set a target for a 40% female enrollment rate and mandated specific quotas and accessible infrastructure for persons with disabilities.
Sustainable Implementation and Financing
- Performance-Based Funding: I propose that future government grants and NHDF access be strictly linked to an institution’s job placement rate.
- Institutional Autonomy: I advocate for granting public polytechnics greater financial and administrative autonomy, allowing them to generate and retain internal revenue.
- Accountability: My framework includes annual “Graduate Tracer Studies” and “Employer Satisfaction Surveys” to ensure the system remains responsive to the actual pulse of the market.
This document represents my commitment to transforming our population into our greatest asset. It is a call to action for all stakeholders to build a system that nurtures the innovators and leaders who will build a “Smart Bangladesh”
