Inclusive Gender-Sensitive TVET for a Green and Digital Future in Bangladesh

Bangladesh is undergoing a significant transformation in its Technical and Vocational Education and Training (TVET) sector, driven by a national commitment to build an inclusive, gender-sensitive, and future-ready workforce. Recent policy and institutional reforms are embedding green skills and digital competencies within TVET, positioning the sector as a key enabler for responding to climate change, driving sustainable economic growth, and advancing social equity. This research report systematically reviews key trends shaping this transformation, including the integration of digital learning platforms to broaden access, the mainstreaming of green curricula for environmental resilience, and focused strategies to increase the participation of women and marginalized groups.

It examines the collective response of government, industry, and development partners in addressing challenges such as socio-cultural barriers, outdated infrastructure, gaps between training and workplace demands, and limited gender-disaggregated data. Drawing from in-depth review of national strategies, sectoral assessments, and global best practices, the report highlights the need for comprehensive reforms ranging from gender mainstreaming and curriculum modernization to enhancing industry linkages and teacher capacity. The findings and recommendations presented aim to empower Bangladesh’s TVET system to deliver on its promise of equity, relevance, and sustainability in the rapidly evolving green and digital landscape.
