The National Technical Vocational Qualifications Framework (NTVQF), initiated in 2008 under ILO/EU TVET Reform Project, provides an 8-level competency-based structure (Pre-Voc 1-2, Levels 1-6) for Bangladesh’s skills sector. Managed by BTEB under National Skills Development Policy 2011, NTVQF defines occupational standards, enables RPL for informal workers, and supports CBT&A across 13,000+ RTOs serving 1.2 million annual trainees.
