The Bangladesh Government coordinates TVET through the Technical and Madrasah Education Division (TMED) under the Ministry of Education, overseeing DTE (49 polytechnics, 64 technical schools), BTEB (13,000+ affiliations), and TTTC trainer development. NSDA (Prime Minister’s Office) leads skills policy across 22 ministries, implementing NTVQF/BNQF via 17 Industry Skills Councils and 8.6 million trainings (2022-2027).

National Skills Development Policy 2011/2021 and 8th Five Year Plan target 25% youth TVET enrollment by 2025 (from 17.18%), funding SEIP/ADB TTF via $150M loans. TMED’s Integrated TVET Action Plan (2016-2030) mandates CBT&A, RPL, and Industry 4.0 curricula delivered through tvetacademy.online and VR labs.

Government-private partnerships with RMG/BGMEA, shipbuilding, and light engineering ensure 60% job placement. BNQF harmonizes TVET (Levels 1-6) with higher education (7-10), advancing Digital Bangladesh Vision 2041 through green skills, gender inclusion (35% female target), and SDG 4 equitable access.
